Functions

The functions of the SS&JE Sub Group are:

To facilitate regular consultation between the local authority and its staff during the development and implementation stages of the single status and job evaluation processes

To consider any associated matters referred to it in respect of single status and job evaluations processes and arrangements by the County Council, Members, Officers or employees (subject to no matters relating to individual employees being within the scope of the sub group)

To make decisions and reach agreements in respect of single status and job evaluation processes to facilitate the effective progression of within agreed timescales of the single status and job evaluation project

Representation

Membership is 7 management side representatives and 7 Trade Union Side representatives drawn from membership of the Joint Negotiating and Consultative Committee (JNCC) [Officers].

Chairperson

The chairperson of the Sub Group will be the Director of Special Projects HR or their nominee.

Rules

The Sub group shall meet as regularly as necessary in order to conduct business

Normally an agenda shall be prepared in advance of the meeting by the Chairperson in consultation with the lead Trade Union Side representative

The quorum for any meeting shall be three representatives from each side.

The Trade Union Side can make decisions and agreements determined by a majority of those present at meetings. Where the proposal requires a major change to the terms and conditions of employment of staff of the County Council, or where there has been a formal TU membership consultation exercise the final decision will be subject to confirmation by the full JNCC.

Either the Trade Union or Officers Side can bring into a meeting additional representatives in an advisory role for a particular topic. They will then withdraw when that topic has been discussed and are not members of the Sub-Group.

Notes of the meeting will be produced by the Chairperson and following agreement by the Sub Group and be reported to the JNCC [Officers].

Failure to agree

Although every effort will be made to reach agreements, in the event of a failure to agree either the Trade Union Side or Officers Side can request the matter in dispute referred to the JNCC (Members) in accordance with the agreed arrangements in the machinery of negotiation of the County Council.
